Release QA is an independent human review of an agreed customer-facing digital deliverable against its purpose, audience and requirements, with defects and unsupported claims prioritised before release.
The builder is too familiar with the work to be the only person checking it.
A website change, digital document, workflow, form or tool-assisted deliverable may be functionally complete and still contain confusing wording, broken states, inconsistency or unsupported claims.
The review is defined against the thing being released. It does not pretend to be certification or take accountability away from the organisation releasing it.

The number of artefacts, routes or states and the depth of assurance determine the scope. A small bounded release can be priced directly; larger or higher-risk work needs a written quote.
